In mid May 2006, IPA released a new, enhanced version of its Facilities FEL Toolbox software. Unlike previous, PC-based versions of the software, the new version is Web-based, which allows for automatic and seamless updates and reduces PC platform-specific issues. In addition, the software’s logic and questions reflect current IPA methods.

First launched in 1997, Facilities FEL Toolbox is a software solution developed by IPA to provide project teams with a ready-made, easy-to-use application to measure Front-End Loading (FEL) for small facilities projects (less than $7 million). [Ed. Note: This is now set at US$10 million for January 2008. ] Project teams can use the software to generate a rating on the composite FEL Index for their project and ratings for three separate FEL components—Site Factors, Engineering Status, and Project Execution Planning. The software also produces a report that identifies specific opportunities for improvement. In addition, project teams can use Facilities FEL Toolbox to compare their project’s FEL rating with similar projects in the industry and other projects executed by their company. The process involves an interview-style set of questions that is scalable based on the scope and complexity of the project.

To effectively use the FEL Toolbox, Companies must be able to understand Front-End Loading and its importance in project success. For this reason, Companies must participate in at least one IPA site benchmarking before becoming eligible to purchase the software.

Companies that currently hold a license for the PC-based version of the software can be upgraded to the Web-based version at no cost. These companies can continue to use their existing PC-based software until their current contract expires, but IPA will now only develop updates and provide technical support for the Web-based version of the software.
