Contracting and Procurement Committee

The Industry Benchmarking Consortium (IBC)/Upstream Industry Benchmarking Consortium (UIBC) sponsors the Contracting Committee, which holds its annual meeting in October. The Contracting Committee was established as a subcommittee of IBC/UIBC in 2003. However, IPA contracting research has been ongoing for several years, and includes a major contracting study for IBC in 1999. The purpose of the Contracting Committee is to improve capital projects by advancing owners’ contracting practices and capital effectiveness for projects of all sizes. By using Contracting Committee research findings, which have established the link between contracting and project outcomes, and shared learnings from the annual meeting, companies can improve their project and business results.

The committee provides owners the tools to improve their contracting practices by focusing on the following:

  • Effective contracting strategies and practices
  • Factors that influence contracting
  • Approaches to selecting contracting strategies
  • Influence of contracting on project outcomes
  • Effective risk allocation on projects
  • The current market for engineering and construction services

The bases of the information presented are research conducted by IPA, opinions of third-party legal experts, and historical outcomes of capital projects.
