ASHBURN, VIRGINIA (April 26, 2024)—Independent Project Analysis (IPA), Inc. today announces that Luke Wallace has been promoted to the role of Chief Technology Officer (CTO), effective May 1, 2024.

As CTO, Luke will continue to lead IPA’s research division, which is the nexus of IPA’s analytical tools development and ground-breaking research on what generates successful capital projects. IPA’s Project Research Division (PRD) is the largest single group of research professionals in the world focused solely on project improvement.

“Luke brings together one of the rarest of skillsets: a natural leader who is also a deeply gifted researcher,” said IPA CEO Ed Merrow. “Luke’s stewardship of PRD has turned the organization into one of the most efficient and effective research organizations I have ever seen in academia or in the research consulting world. This promotion recognizes success.”

Wallace joined IPA in 2005 as a Research Analyst and later became a Research Team Leader for IPA’s Oil & Gas Practice. He spent three years as Deputy Director of Research and Manager of Cost Engineering, responsible for managing the development of products, research, and tailored solutions. He later served as a Statistical Reviewer, overseeing the selection, implementation, and performance evaluation of machine learning algorithms used to predict project outcomes. He also spent four years as a Director of IPA’s Capital Solutions division, focusing on digitalization and helping owner companies better integrate and leverage project data to improve project risk forecasting. Wallace has led numerous research studies for IPA’s Cost Engineering Committee (CEC), Upstream Cost Engineering Committee (UCEC), and Upstream Industry Benchmarking Consortium (UIBC).

Wallace has a B.S. in International Business and a B.A. in French from the University of Rhode Island in Kingston, Rhode Island.
